PPWR producer responsibility follows the Member State where packaging is expected to become waste, while the Batteries Regulation requires producer registration in each Member State where batteries are first made available. Questions sellers ask before opening another EU market
Do I need one EPR registration for the whole EU?
Usually not. Packaging and battery producer-responsibility administration is carried out through Member-State systems. The exact producer status, register, reporting route and fee model must be checked for each target market.
Does PPWR remove national packaging EPR registration?
No single EU-wide registration replaces Member-State EPR administration. PPWR harmonises EU packaging rules while producer registration, reporting and fee administration remain tied to the Member State where packaging becomes waste.
Do battery products need a separate registration workstream?
Often yes. The Batteries Regulation requires producer registration in each Member State where a battery is made available on the market for the first time. Battery category, collection and producer-responsibility arrangements must be verified separately from packaging.
Does online selling into another EU country matter?
Yes for planning. Commission PPWR guidance explains that a direct-to-end-user online offer can count as making packaging available in the destination Member State. Use the selected destination markets as separate EPR verification workstreams.
Does a marketplace registration make the seller compliant?
Not by itself. Marketplace fields can help collect registration information, but the underlying producer-status, registration, reporting and fee duties come from the applicable law and national administration.
